Assessment (examination) of the fire safety condition of facilities is a determination by a qualified expert of the compliance of premises, buildings, structures with the requirements of regulatory legal acts on fire safety.
According to the current legislation, namely Article 57 of the Civil Protection Code of Ukraine, industrial, residential and other buildings and structures that are put into operation after completion of construction, reconstruction or technical re-equipment must comply with the requirements of fire safety regulations.
The start of operation of newly established enterprises, the start of use of real estate objects (buildings, structures, premises or parts thereof) by a business entity shall be carried out by the business entity on the basis of a declaration of compliance of the material and technical base of the business entity with the requirements of the fire safety legislation (hereinafter referred to as the declaration).
For business entities with a high degree of risk, it is also subject to a positive conclusion based on the results of an assessment (examination) of the fire safety condition of the enterprise, facility or premises (hereinafter referred to as the fire safety assessment).
In the course of the expert assessment of the fire safety condition of the facility, the following is determined
- compliance of premises, buildings, structures and their territories, production processes, etc. with fire safety standards;
- Sufficiency and compliance of organisational, technical and other measures aimed at preventing fires and ensuring people's safety,
- reduction of possible material costs and mitigation of negative environmental consequences in case of their occurrence;
- creation of conditions for quick call of fire brigades and successful fire extinguishing in case of fire.
An expert assessment of the fire protection status of facilities is the main document for:
- obtaining a Declaration of compliance of a business entity's material and technical base with the requirements of fire safety legislation
- for entrepreneurs and organisations of any form of ownership;
- determining the insurance premium for property fire insurance;
- protection of entrepreneurs from unlawful actions of the fire inspector;
- determining the real (actual) state of fire safety at the facility.
